Hotbar text renders above subtitle background but under subtitle text

The bug

Text displayed above the hotbar, such as item names and certain prompts such as bed usage failures, are rendered underneath subtitle text, but render on top of the subtitle background.

How to reproduce

1. Have a lot of subtitles active at once
2. Switch to an item with a long name, or try to use a bed during the day

Expected results

The text above the hotbar would render under the subtitle background.

Actual results

It's sandwiched between the subtitle text and the subtitle background.
