Ocean only world spawns with regular amount of land

I'm trying to play ocean survival in 1.20.2. I spawn on land and I mean a full blown amount of land. When I check a block it say ocean. All shipwrecks and underwater ruins spawn on land. There are no animals or villages, so I assume the game thinks it's an ocean. I had to load 1.16.2 for the ocean single biome to load correctly, but I want to play 1.20.2.
