Attempting to mine a block while in Adventure mode resets attack cooldown, but doesn't display attack indicator

When clicking a block you can't break in adventure mode the attack indicator is not shown despite a cooldown being activated. This particular issue has irritated me because I run a server (in adventure mode so players cannot break blocks) where players complain that they cannot see their attack indicator when they miss hitting a player and hit a block they cannot break

Expected result: In survival mode the attack indicator shows no matter what you are hitting, be it an entity/block/air.
Actual result: Hitting a block in adventure mode fails to display the attack cooldown indicator despite resetting the attack cooldown. (Hitting air/entities works as intended)

 

Steps to reproduce:
1. Set game mode to adventure mode.
2. Attempt to hit ANY block that you can't break.
3. Observe the missing attack indicator.
