Audio bug

directional audio is always on even when it is off, in 1.20.2

I'm using fabric but vanilla minecraft also has this error

reproduction
Open minecraft 1.20.1 and 1.20.2 and start making sounds, like opening chests etc.
you can see that 1.20.2 is little higher and 1.20.1 quieter
