Custom advancements in the datapack has not enabled

What I expected to happen was...:
The custom advancements can be read successfully

What actually happened was...:
Custom advancements cannot be read

Steps to Reproduce:
1. Find a datapack with custom advancements
2.Create a new world
3.Load this datapack

4.Use this command:/advancement grant @s from <advancement ID>
