[MC-265124] /locate changes location when i move one block

'/locate' says the next nether fortress is over 600 Blocks away, when i step aside one block, it finds another nether fortress 100 blocks away. This doesnt make sense. It should find the same fortress.

How to reproduce this Bug:

Create a world with the seed
```
7810073449843448360
```

Go to '0 55 92'
Type the command
```
/locate structure minecraft:fortress
```
It will say, the next fortress is 99 Blocks away
Go to '-1 55 92'
Type the command
```
/locate structure minecraft:fortress
```
It will say, the next fortress is 660 Blocks away
