When raining, conduits cannot attack entities standing inside/beside non-full blocks

The Bug:

Conduits are unable to attack their targets if they are standing inside of a non-full block, even if that block has direct sky access to rainfall.

Steps to Reproduce:

1. Create a full powered conduit like so:
   
2. Build the below setup encasing the two spots with a 2 block tall barriers wall
   ^{note: (Ensure both spots have sky access)}
   
3. Set weather to rainy

   /weather rain

Observed Results:

Only the zombie on the right side will be attacked by the conduit.

Expected Results:

Both zombies would be attacked as both have sky access to rain.
