Elements render above the semi-transparent black lines at the edges of menus

The Bug:

Elements render above the semi-transparent black lines at the edges of menus.

This issue first appeared in 23w31a and was not present in 1.20.1.

Steps to Reproduce:

1. Navigate to the key binds menu.
2. Make it so that the elements intersect the semi-transparent black lines at the edges of the menu.
3. Take note as to whether or not elements render above the semi-transparent black lines at the edges of menus.

Observed Behavior:

Elements render above the semi-transparent black lines at the edges of menus.

Expected Behavior:

Elements would render behind the semi-transparent black lines at the edges of menus.
