Shipwreck and Underwater Ruins chests generate excessive blank treasure maps resulting in sever game lag and disconnects

On my PaperMC SMP server, I am noticing an alarming amount of instances where opening a shipwreck or underwater ruins treasure chest generates a blank treasure map. The result is either severe server lag, timeout issues, or complete disconnect of everyone logged on at the time. I have made sure this is not a mod/plugin issue by removing all mods/plugins to recreate the error. The error messages that pop up in the console are prefaced with a statement that 'this is not a bug or crash within Paper'.
