TNT minecarts do not break any blocks with rails on them

Whenever a TNT minecart explodes, any blocks with rails on them (no matter the distance, block type, or if the block had a minecart on it) won't blow up.

Steps to Reproduce:

• Place a redstone block with a activator rail on top of it
• Place a rail on a close-by block.
• Place a TNT minecart on the activator rail

Observed Results:
Both blocks with rails on them stay in place.

Expected Results:
Only the block with the minecart on it shouldn't explode.
