More than 3 elder guardians spawn in a ocean monument

In one ocean monument, there were more than 3 elder guardians. Two in the same place and one in the other two places.

 

My theory is that when my world was in 1.19.4 I accidentally loaded the chunk where the two elder guardians were, and when I upgraded the world to 1.20.1 the game thought that there were no elder guardians, so the game generated other three guardians instead of two.
