Tide Armor Trim Won't Drop Using Looting III

Tide Armor Trim doesn't drop with looting 3.

What I expected to happen was...:
The tide armor trim is supposed to drop from 1/5 elder guardians.

What actually happened was...:
I kept track of the tide drops from every elder guardian I killed. With my looting 3 sword, I killed 39 elder guardians from 14 monuments and never got the trim which has an absurdly low 0.016% chance of happening.

After switching to a non-looting weapon, I got a trim on my third try.

Steps to Reproduce:
1. Find Ocean Monument
2. Kill Guardians with looting 3 sword.
3. Tide will never drop.
