Raids get stuck and don't end

I built a raid farm on my new hardcore world to get some totems easily, but whenever a wave ends the raid gets stuck and wont continue.

1. The raid wave ends but the bar remains stuck at "Raid - Raiders Remaining: 2" every time
2. It always gets stuck on wave 2 or 3
3. Bells don't give the glowing effect to raiders and doesn't even make the "bell resonates" sound
4. There are legitimately no mobs left, they aren't stuck in caves they just don't exist
5. The only way to restart the raid is to kill the village
