Decorated pots always drop when destroyed by explosion, regardless of explosion drop decays

Blocks destroyed by explosions normally has a reduced chance of dropping as items. However, decorated pots seem to always drop themselves when destroyed by explosions.

How to reproduce

1. Make sure that gamerules blockExplosionDropDecay and doTileDrops are both true
2. Create a 5 by 5 platform of solid blocks, with the center being a block of obsidian
3. Place 8 decorated pots on the platform, in a 3 x 3 footprint surrounding the obsidian
4. Place an end crystal on the obsidian, and punch it to make it explode
5. Observe that all 8 decorated pots dropped as as items
6. Repeat steps 3 and 4, only replacing the decorated pots with normal blocks (e.g. dirt)
7. Observe that only a fraction of the blocks dropped as items
