Nether portals can still produce fallen-on particles

Relates to MC-167886 and MC-261141.

The bug

If a nether portal block is placed in certain configurations using commands, it can allow for particles of said block to be created when falling from a height.

The fixing of MC-1133 means that this has been removed from MC-122547, however other methods remain possible.

How to reproduce

  1. Place two carpets on top of each other
  2. Use a setblock command to replace the lower carpet with minecraft:nether_portal
  3. Fall on top of the upper carpet from a height

Expected results

Carpet particles would be created.

Actual results

We instead get nether portal particles.

Further notes

It may also be possible to reproduce this without commands by using a sufficiently tall nether portal containing stacked boats which are then fallen upon.
