The raid bar increments when raiders are spawned despite raids being already won or lost

The Bug:

The raid bar increments when raiders are spawned despite raids being already won or lost.

Steps to Reproduce:

1. Summon a villager and place a bed.
2. Give yourself the bad omen effect by using the command provided below.

   /effect give @s minecraft:bad_omen

3. Start a raid and wait for the raiders to spawn, and once they do, kill two of them.
4. Obtain some pillager spawn eggs and kill the villager so that the raiders win the raid.
5. Once is raid is lost, spawn several pillagers and as you do this, look at the raid bar.
6. Take note as to whether or not the raid bar increments when raiders are spawned despite raids being already won or lost.

Observed Behavior:

The raid bar increments.

Expected Behavior:

The raid bar would not increment.
