jump into the sea can be death

while I'm jump into the sea(biome:minecraft:sea) from high place, I want to get a new bucket of water, and I press right mouse button for sure

What I expected to happen was......:
not death, get a bucket of water

What actually happened was......:
death, get a bucket of water
