Parity issue: The structure generated by the Bedrock Version will not be generated in the same coordinates in the Java Version

The bug

The structure generated by the Bedrock Version will not be generated in the same coordinates in the Java Version.
According to the message, 1.18 aimed to have the Overworld generate the same on both editions.

Steps to reproduce

1. Create the world using the following seed:

   -9223372036779253829

2. Use the following command:

   /tp @p 48 121 232

3. Found that there is a village in the Bedrock Version, but not in the Java Version.
