Top texture for block items in item frames is upside-down

Discovered while testing MC-262869.

The bug

When the item forms of most blocks are placed inside of item frames, the top texture is rotated 180 degrees and therefore appears upside-down.

This issue first occurred in 14w25a - versions 14w21b and prior are unaffected.

How to reproduce

Test resource packs are attached to this issue which change cobblestone's texture to contain an arrow.

1. Download and apply the attached resource pack
2. Place an item frame on a wall
3. Place cobblestone inside

Expected results

The arrow on top of the cobblestone would point out of the item frame.

Actual results

In modern versions (14w25a to present), the arrow points into the frame and the tip cannot be seen. The expected behaviour can be seen in 14w21b and earlier.
