Chiseled Bookshelf requires silk touch to break and drop as an item

While playing survival in 1.20 pre-release 4 and now pre-release 5, it has been noted that the chiseled bookshelf does not drop as an item when mined normally with any tool, however it does drop with silk touch on any tool.
