Ocelots and cats that are sneaking produce footstep sounds

The Bug:

Ocelots and cats that are sneaking produce footstep sounds.

When a player sneaks, their footstep sounds are muted, but when an ocelot or a cat sneaks, they produce footstep sounds, therefore introducing an inconsistency.

Steps to Reproduce:

1. Summon a chicken by using the command provided below.

   /summon minecraft:chicken ~ ~ ~ {NoAI:1b}

2. Summon an ocelot a fair distance away from the chicken.
3. Wait for the ocelot to notice and start sneaking toward the chicken, and listen closely as this happens.
4. Take note as to whether or not ocelots and cats that are sneaking produce footstep sounds.

Observed Behavior:

Ocelots and cats that are sneaking produce footstep sounds.

Expected Behavior:

Ocelots and cats that are sneaking would not produce footstep sounds.
