The first frame of a block's breaking animation persists when breaking the block and replacing it in the same spot

Likely due to the fix that makes the breaking animation for the player who is mining block no longer skip the first frame, this seems to introduce a new issue where by replacing the block, the first frame of the animation still persists.

Steps to reproduce:
1: mine a block that isn't instantly mined
2: replace that block after breaking
