Can't use enderpearls while looking at bedrock

What I expected to happen was...:

What actually happened was...:
Throwing ender pearl at bedrock used to work before but now because of the 1.6.2 update, it has stopped working. I'd like this to be fixed for those faction servers out there or for people having bedrock bases. People raids bedrock bases by ender pearling inside underneath the base.

Steps to Reproduce:
1. Have ender pearl in hand
2. Look at bedrock and throw enderpearl
3. Nothing happens, instead of getting ender pearled there.
