Stronghold not generating properly in superflat world

I created a superflat world with Overworld preset. Then Iocated a stronghold using this command: /locate structure minecraft:stronghold.

 

Then I teleported to the stronghold coordinates and found a stronghold that didn't generate as I was expecting. See the attachments.
