Blocks visually applying the breaking texture when breaking a block and placing it in the same location (survival only)

Fortunately, there isn't much to be said here: when you place any block and break it, then place the block again in the exact same location it was broken in, the block will have the first tick of the breaking texture applied to it. Clicking on the block once or starting to break another block will remove the falsely applied texture from the affected block.

This issue first occurred in 1.20 Pre-release 1 and still persists in 1.20 Pre-release 2. However, the previous release, which is Snapshot 23w18a, does not have this issue.

 

Steps to Reproduce:
1. Place a block (any that isn't usually instant-break)
2. Break it
3. Place it in the same location
