Banners z-fight with the edges of item frames

The bug

When placed in an item frame, the top bars of banners coincide with the framing sticks causing z-fighting to happen.

How to reproduce

1. Place an item frame
2. Place a banner inside
3. Observe

Expected results

Z-fighting would not happen.

Actual results

It does.
