Axolotls somtimes have difficulty exiting water while being tempted by players

The Bug:

Axolotls somtimes have difficulty exiting water while being tempted by players.

Steps to Reproduce:

1. Summon a pool of water by using the commands provided below.

   /fill ~1 ~ ~1 ~21 ~4 ~13 minecraft:polished_andesite

   /fill ~10 ~1 ~2 ~20 ~4 ~12 minecraft:water

2. Summon some axolotls within the water.
3. Obtain a bucket of tropical fish, hold it in your hand, and stand of the edge of the pool of water.
4. Wait for the axolotls to be tempted by you and observe their behavior as they attempt to exit water.
5. Take note as to whether or not axolotls somtimes have difficulty exiting water while being tempted by players.

Observed Behavior:

Axolotls somtimes have difficulty exiting water while being tempted by players.

Expected Behavior:

Axolotls would have ease exiting water while being tempted by players.
