Axolotls don't panic when receiving damage

The Bug:

Axolotls don't panic when receiving damage.

This behavior is inconsistent with other passive mobs such as foxes, turtles, camels, etc...

Steps to Reproduce:

1. Summon an axolotl and attack it.
2. Observe its behavior for a while.
3. Take note as to whether or not axolotls panic when receiving damage.

Observed Behavior:

Axolotls don't panic when receiving damage.

Expected Behavior:

Axolotls would panic when receiving damage.
