Thunder in clear weather, no skeleton trap, ocean/deep ocean biome

What I expected to happen was...:
No Thunder in clear weather

What actually happened was...:
Thunder in clear weather

Hopefully this is actually a bug and i apologize if not, i was really curious about why this happened and looked on the internet for an hour looking for answers and it seemed unexplainable unless it was a bug
