minecraft folder does not exist

I installed minecraft but there was no minecraft folder. I tried uninstalling and reinstalling minecraft multiple times but there still was no minecraft folder. When I "open pack folder" from in the game itself, it opens a folder called "resourcepacks" but when I put packs into the folder, minecraft fails to load the pack. When I go to installations, go down to latest, and press the folder button, it takes me to what appears to be a minecraft folder but nothing in the folder works or has any effect on my minecraft game.
