Ender city gateway not spawning

First portal spawned by killing the dragon. Spend hours grinding and spawned the dragon 2 more times for no portal to spawn. Customer support has been no help I’ve contact 5-6 different people constantly creating new Minecraft help posts and they never help me, they just tell me to report the bug like that’s going to do anything.
