Sculk sensors and calibrated sculk sensors lack a cooldown state

Sculk sensors have a cooldown state to prevent it being activated by redstone components connected to them. Both types of sculk sensors lack this cooldown in this snapshot and thus creating a vibration loop. I assume this was unintentional as it was not stated in the changelog.
