#nether_carver_replaceables contains several blocks that can't generate in the nether

Several blocks are contained in the #nether_carver_replaceables that don't actually generate in the nether, making their addition to the tag needless and unintuitive (which will return successes for commands/data packs using the tag, despite not actually being cut through by carvers).
