Sign opens edit menu even when shift-placing a block on it

When you shift-place a block on a sign, the block gets placed, but the edit menu opens

What I expected to happen was...:
The block gets placed, and the edit menu shouldn't open

What actually happened was...:
The block gets placed, but the edit menu opens

Steps to Reproduce:
1. Place a sign
2. Sneak
3. Place the block whilst looking an unwaxed side of the sign
