Silence smithing templates not in ancient city loot tables

I was checking out this snapshot when I tried to look for the new silence smithing template. I searched a ton of ancient cities. Never showed up once. Either my luck is really bad or the snapshot is bugged, but either way, I want to get this trim in my survival worlds.
