Sculk sensors are not activated upon conduits changing active state

The Bug:

Sculk sensors are not activated upon conduits changing active state.

Steps to Reproduce:

1. Build the setup as shown in the attachment below. 2023-03-18 22-34-07 (1) (1).mp4
2. Activate and deactivate the conduit.
3. Take note as to whether or not sculk sensors are not activated upon conduits changing active state.

Observed Behavior:

Sculk sensors aren't activated.

Expected Behavior:

Sculk sensors would be activated.
