Concrete Powder turns into trapdoors while falling

What I expected to happen was...:
Concrete powder would fall normally, similar to sand and gravel

What actually happened was...:
When falling, the concrete powder would turn into trapdoors. Different colors of powder did different types of trapdoors. 

Steps to Reproduce:
1. Have concrete powder fall from more than two blocks high

I was on creative mode, if that changes anything. I only tested out the white, pink and blue colors of concrete powder
