I used a found Treasure Map, and expected it to populate like an unexplored Treasure Map would.

What actually happened was...:
It converted to a regular Map, and filled in with the terrain around that current location.

Steps to Reproduce:
1. Find Treasure Map
2. Use Treasure Map
3. Observe Failure
