If You Are Running Towards A Enderman It has a chance for the enderman to be 100% neutral dispite running into it

I have tested this on 1.19.2 and it is almost all the time a enderman will be 100% neutral. i so far havent tested it in any other versions.

 

More Detailed: If you have spotted a enderman and began running and jumping looking at the endermans head, he won't get mad at all and will stay neutral
