ClientboundGameEventPacket START_RAINING and STOP_RAINING are swapped
When Mojang Mappings are applied, ClientboundGameEventPacket.START_RAINING actually stops the raining when sent and ClientboundGameEventPacket.STOP_RAINING starts raining, so both are basically swapped.
