Game thinks another instance of Minecraft is open when it isn't

My game crashed really bad which caused the launcher to show just a grey screen and get all funky (it kept saying the launcher was open when it wasn't). So I restarted the launcher. Then 1.19.4 rc 1 was out, so I decided to upgrade to it. When I loaded it up, my world won't load up at all. The 1.20 datapack wasn't installed in that world.

To be clear, there is no other instance of Minecraft open.
