Scrolling in certain UIs is extremely slow and choppy with scroll sensitivities <1.00

My scroll sensitivity was set to 0.69 which is a little slower than normal, but if you scroll on the hotbar or the creative inventory, it is barely slow at all. However, when i scroll through commands, it suggested things, it was really slow. Setting my sensitivity to 1.0 made it scroll normally.

Raw input was turned on.

 

If you listen carefully in the video you can hear that i was scrolling the whole time

Affects:

• Commands
• Villager trading
• chat

Doesn't affect:

• Scrolling to switch hotbar slots

Steps to reproduce:

1. Set your scroll sensitivity to 1.00.
2. Trade with a master villager (master cleric works well because they have lots of trades)
3. Notice it scrolls normally
4. Set scroll sensitivity to as something like 0.95 (this was as close as I could get it due to MC-174880), anything below 1.00 but as close to 1.00 as you can make it.

Notice it scrolls extremely slowly.

Expected Result

It to scroll slightly slower than normal.
