Too many tipped arrows with no effect redundantly show in creative inventory

This includes following tipped arrows that should not be displayed in creative inventory:

• Arrow of splashing
• Tipped arrows (for mundane, thick and awkward potions)
• Short effect versions of tipped arrows of some effects that were not there before
