Boats can not step up blocks anymore

In 1.19.3 Pre Release 1 there was the new feature that boats can step up blocks which was highly celebrated by a lot of players of the community but now the new feature is already gone!

What I expected to happen was...:
that I can step blocks up with my boat in Minecraft Ice Boat Racing on my new Racetrack.

What actually happened was...:
the boat was just stopping in front of the blocks.

Steps to Reproduce:
1. I think it is kinda obvious but first take a seat into any boat.
2. Try to drive on top of a frozen hill for example and you get stuck at the first step because the boat is not moving up automatically.
