Can't open the Realms server

What I expected to happen was...:
I have completed the payment and have opened Realms server 

What actually happened was...:
I have completed the payment but haven't opened Realms server after a long time

Steps to Reproduce:
1. I complete the payment at App Store

2. It says on the screen that the realms server is being opened for you

3. It says on the screen that the purchase was successful, but your Realm cannot be created now.  We'll create your Realm as soon as possible.  Please check back later on this device.

4.It has been eight days now and still have not successfully opened the Realm server
