The bug

When the sniffer rides on some shorter entities, it can still dig on the blocks below.

Reproduce steps

1. Summon a sniffer.
2. Summon a turtle.
3. Use the following command:

   /ride @e[type=minecraft:sniffer,limit=1] mount @e[type=minecraft:turtle,limit=1]

   /data merge entity @e[type=minecraft:sniffer,limit=1] {Brain:{memories:{"minecraft:sniff_cooldown":{value:{},ttl:0L}}}}

4. Found sniffers start sniffing.

Affected Entities:

1. Boat
2. Boat with chest
3. Bamboo raft
4. Bamboo raft with chest
5. Minecart
6. Slime(Size:0)
7. Turtle
8. ......
