Players can no longer activate swimming mode in water while flying with elytra

which you can in 1.19.2,here are video examples.

I think it's because in 1.19.4 the elytra is always fully opened(which in 1.19.2 it doesn't,when you are diving down it close a bit.it only fully opened when you are swimming up)So maybe when you are trying to dive down in 1.19.4,the game still consider that you are still swimming up,which makes you unable to dive down.I don't know if it also affect swimming up with elytra opened
