setblock of decorated pot won't replace pot with different NBT

Create a decorated pot with some shards and place it in the world. Now use setblock to replace with a decorated pot with different shards. Nothing happens. This would be proper if the setblock tried to replace it with a pot with the same shards in the same positions, but if the NBT is different, then it is a real replacement, and the block should be changed.
