Suspicious sand doesn't drop correct amount of items when modified by commands

When I run this command:

/data modify block x y z item set value {id:"minecraft:cookie",Count:64b}

and then I brush it, it doesn't drop 64 cookies. It drops around 10-30 cookies.

I would assume this is because of loot tables having a random amount of items dropped but I know nothing about loot tables so I could be wrong.
