Selected block outline inaccuracy

If an entity's hitbox and a block's hitbox are very close, the block outline sometimes appears, even though the entity's hitbox is slightly larger or matching in size.

How to reproduce:
Summon an interaction entity in the center of a block with default dimensions.
Hover over the block's hitbox and move your mouse. While moving the mouse, the block's outline will flicker, even though the entity comes first.
